Article 2 :
The GDYNIA MOTOR CLUB BALTYK PZM and FIM member in association with SPEEDWAY STAR PROMOTION S.C.- event promotor , will organize a Quad race named “QUAD GOLDEN CUP” on 2005 JULY 15, 16 and 17.

Article 3
The race will be held in Krokowa, Poland Zwirowa street 2, Pomeranian Region on natural track of sand, grass surface, the length of the track is about 3,2km (2miles) and width 7,5-12m (24-36ft).
( KROKOWA is situated 2km off the Baltic Sea and about 50km direction NW from Gdansk.)


Article 4
The race consists of 3 heats. Teams will be made of two or three riders and will race on a quad of cylindree exceeding 240cc. and maximum 1000cc.

AAArticle 7. Applications


The particiption in “QUAD GOLDEN CUP” requires the confirmation of the application. Application fees are 800 EURO before 2005 May 1st. and 1000 EURO after this date. Cheques or money orders in Euros made out to “SPEEDWAY STAR PROMOTION S.C.” ( SSP S.C.)

CAREFUL FOR ACCOUNTANCY REASON ONLY ONE CHECK PER ENTRY WILL BE ACCEPTED. IT WILL BE CASHED IMMEDIATELY AND REIMBURSED IN CASE OF NO SELECTION. IF THE CHEQUE IS NOT ENCLOSED TOGETHER WITH THE ENTRY FORM, THE SUBSCRIPTION WON’T BE REGISTERED BY THE ORGANIZATION COMMITEE.

A total of 90 applications will be accepted. Applications must be received before May 1st 2005 by the Secretariat SSP S.C. K.KROLEWICZA 32 str. , 81-516 GDYNIA / POLAND . Entries close earlier if over subscribed.
Foreign national licences must be regularized with the FIM stamp, FIM or UEM licences are OK too. A “coming out authorization/START PERMISSION” from your federation is also required. (see article 31)

Article 8 Race office:
Race office at the track will be open as follows:

14.07.2005 10:00-20:00hrs
15.07.2005 08:30-20:00hrs
16.07.2005 09:00-01:00hrs
17.07.2005 10:00hrs – until race is finished

At the Race Office all the Teams will get racing jackets with start numbers and electronic transponders against a guarantee deposit of EURO 100. The guarantee deposit will be given back to teams against race jackets and transponders after the race. The race jackets must be clean.
All the paperwork concerning the riders, the officials and the journalists will be done on Thursday from 10 AM to 8 PM. No one will have access to the pits before all the paperwork has been completed.



Article 9 schedule of technical control :

The technical verifications will be done on Friday July 15, 2005 from 12 AM to 5 PM in the town of KROKOWA.
( KROKOWA is situated 2km off the Baltic and about 50km direction NW from Gdansk.)

Once the paperwork is completed, the riders must present their quads to the technical control at the time indicated on their enlistment confirmation. Any lateness will be penalized 50 Euro.


Article 10. Technical control terms :

1.The quads will be clean and paint marks from former races will be removed.
2.The frame must be labeled/numbered.
3.The quads will be equipped with a “circuit-breaker”, it will be checked.
4.The transmission made by a chain will have to be equipped with a chain guard on the interior part as a protection of the crown or the plate.
5.A front bumper and a rear bumper will installed. The two nozzles will be round 15mm in diameter minimum. 6.Overall width does not exceed 1300 mm.
7.A protection tube (or nerf bar) without seliant part which is round bore will be installed on each side. It will be made of metallic straps or wire mesh fixed on the nerf bars pipe in order to prevent the pilot’s foot from touching the ground.
8.The control of the light, circuit breaker and the fitting of the front plate will be made during th techincal controls. Front and rear lights must function simultaneously.
9. An electronic transponder will be fixed at each quad during technical control.
10.At the end of the technical controls, any switch of quads will not be permitted. Each rider will have to sign the technical sheet after checking that all the marks conform to the regular standards. After such, no claims will be accepted concerning a forgotten mark.

Article 11. Competitors:
Teams will be formed by 2 or 3 riders minimum 17 year old. Each rider must have a valid national or FIM or UEM licence. Each rider will have a proper cross or enduro outfit, as well as a FIM certified helmet.
Caution, particular point : for more safety during the night heat, you will have to place a white reflective sticker on each side of your helmet. Each sticker should have a minimum surface of 25 cm2
Caution : Any troubles caused by one or several members of the teams or any prejudicial behavior which could disturb the event will lead to the expulsion of the team with immediate effect. The Team Managers are responsible of the behavior of all the members of the team. We will ask you to send the list of all the members of the team with your entry form. This list will be necessary for giving the bracelets to the members of the team.


Article 12. Quads :
For night racing, all quads must have front head-light and red rear light as well as a reflective sticker in case of break-down. The quad must have 2 numbered plates, one in the front and one on top of the rear bar . The front plate will be with the colour of the organisation, it will be put by the marshalls at the technical controls.
The rear numbered plate should be placed lenghtways and vertically on the top of the rear bar, for providing a better follow of the race for the spectators , press and the persons charged of the timing too. Fitting of the plate must be easy and it should be made of a non-rigid material, steel is not authorized for more safety in case of fall. This plate should size 28 cm lenght and 23 cm high, the numbers will be 14 cm high minimum. The number will be placed on the left (forseen a white reflective sticker). The numbers will be sticken on both right and left side (if possible please allow a white sticky reflective back ground). The right side is reserved for the organizers, who will put their own number with event sponsor logo.
The organization remains the only one decision maker concerning the attribution of the number.

Article 13. The Pitts:

The pits will be attributed from Thursday 10.00 AM to 8 P.M. and on Friday 8 A.M. to 10 A.M. No machine except the one properly controlled at the technical checks will be allowed in the paddocks Any quad parked in this area will have to be declared.
Regarding the building of a structure with a floor, it will only be authorized on the pits and not with an overhang over the pit lane. In case of a construction like a scaffolding put on the wall of the pit lane, we will accept this construction only if it is accepted by a specialised expert company (Apave, Socotec etc...)

Article 14. Fire extinguishers :
Every team in the race must have a certified fire extinguisher of 6 Kgs. They will be controlled by a race officer in the pits, it will be presented on Friday at the technical controls in order to be stamped. Penalty – 80Euro + 2 laps extra

Article 15. Assistance in the pits :
Any stopped quad may be repaired by two mechanics and the riders (5 persons maximum). The people allowed to stay in the pits are the riders, the mechanics (maximum two), the team manager , the “panel man” and masseur – 8 persons maximum in the pits at the same time in each team.
Ten passes will be given to each team as well as two stickers, in case only 2 riders form the team, only 9 passes per team. They will be sticked on the two vehicles authorized for each team to stay in the park (P1) near the pits. The other team vehicles will be parked in the first paddock before the pits.Extra passes could be bought on Friday at the paperworks, only 3 extra passes per team.
We remind you that passes and stickers are only reserved for the assistance.
In case of fraud, the team will have to pay a forfait amounting 50 euro + a 2 laps penalty

Article 16. Flags :
All the flags used during the race are the same normally used in any motorcycle race.

Article 17. Repairs :
All parts may be replaced except the frame. Important repairs must be done in the pits. Any repairs performed outside of the pits will be penalized, exept the one written below.
Repairs on the track in special area and under a road marshall’s responsability :
Fast and temporary repairs (spark-plugs, chain, etc) can be done on a safe part on the side of the track and under a marshall protection, on condition that the quad is well parked and doesn’t put in danger the safety of the other riders. The riders must do their own repairs, only tools and parts may be given to them by their assistance.
In case of breakdown, the rider, plus the the two team-mates, may push the quad back to the pits going in the same direction as the race while following the track. They can use shortcuts in designed places under the responsability of a race officer.
Welding will be performed in an area specially arranged for that particular purpose. No welding will be authorized in the pits.

Article 18. Practice :
Practice will start on Saturday at 10 AM to 12.00 AM
The practices must be raced with the quad presented and authorized at the technical checks

Article 19. Pre-grid :
According to the results of the timed laps the riders will have to go into the closed park 45 minutes before the next start.
Under the marshall’s command, each quad will leave one-by-one from the park in the practices ranking, so they will be parked at an angle to the pit in the order of the grid,.

Article 20. Start :
First start : 2 PM. For each rounds, the positions on the starting line will be attributed according to the practice timed laps. All the starts will be given, style “LE MANS”, that is the quad on the pit side and the rider on the other side of the track. At the signal of the race director, the riders will first run across the track towards their quads. They will first connect their “circuit-breaker” and then only start their engine.
The “circuit-breaker” must be rapped around the rider’s wrist at the time of the start.
The 2nd, 3rd start : 45 minutes before each start, the quad will be called on the starting line according to the ranking at the timed laps.
Under the marshall’s command, the rider will exit the closed park with the engine turned on. For each start, it is not allowed to push the quad in order to start. Only one minute after the start, and after the authorization of the race director, such a start will be permitted. This authorization will be indicated if agreed upon by a green flag. A mechanic may help the rider in pushing the quad.
Neutralization of the race


In case an incident occurs during the race (weather conditions or any other event) committing the security of the race, the race director could decide to neutralize it.

In this case, a special car equipped with flashing light will get on the track. It will be driven with a moderate speed. The exit of the pits will be closed (red flag) as soon as it gets on the track.

During the time of neutralization, a board “Safety car” will be put on the start line in order to inform the riders.

When the car gets on the track, on the orders of race director, the red flashing light will be switched on, and the yellow flag will be presented at the control post. As soon as the riders catch up the “Safety car”, they will have to stay behind it in a single file and could not pass it.

During the neutralization of the race, the machines can stay in the pits. Then they will get in a single file at the exit of the pit lane and could only get on the track under the orders of the marshall, after the “Safty car” passes at the level of the red flag. The exit of the pit lane will be closed. The riders who are still on the pit lane will have to wait the next group.

When the race director calls back the “safety car”, it will have to make a complete go round of the circuit, flashing light being switched on, however it is still forbidden to pass the safety car until it leaves the track and go back to its park site. The “Safety car” has to leave the track where it took it, at the exit of the timing post.

As soon as the “Safety car” leaves the track, the exit of the pit lane will be opened again.

The parking site of the “Safety car” will be indicated with yellow reflective boards in which “Safety car “ will be written.

Each lap made when the safety car is on the track is counted as a lap.

All the other rules of the race are still valid.

Article 21. Refuelling :
The competitors must only use standard commercial gas – max 98 oktan. Any special gas is not allowed.
Refuelling must be completed with the engine turned off (see penalties). No more than 20 liters of gas can be stocked in the pit. Any installation such as a “derrick” is forbidden only quick refuelling is allowed (mobile manual appliance ex Acerbis etc...) .

Article 22. Standing in for rider :
No rider will be permitted to race for more than 2 consecutive hours. Any switch of rider will be executed in front of the pit, on the side of the pit lane and engine off.


Article 23, Additional Technical controls :
During the race all quads may be controlled at any time to check if any quad or marked part have been replaced.
At the end of the race, race officers will check if any irregularities have been committed.
Any quad having front or rear light failure, or not conforming to technical standards of the F.I.M. and P.Z.M. will have to stop immediately and repair it.

Article 24.Noise control :
Noise level limited to 102 decibels, any quad exceeding this limit will not be allowed to race. During the race any quad exceeding the standard will be stopped by the black flag with number team for repairing.


Article 25. Finishes - on the straight line in front of the pits :
Finishes will be in front of the timing post and the chequered flag will be waved up the straight line of the pits.
After the chequered flag, all the riders will have to slow down and keep their position. Overtakings are forbidden.
At the end of the straight line of the pits, riders should move behind the “Pace Car” and will follow it to the closed park. Another vehicle will be placed just after the last competitor, in order to close the track.
It is forbidden to stay all along the pits wall. Moreover it is forbidden for each member of the team to get over the pits wall. Only one rider per quad - wearing a number - could reach the closed park in order to leave the quad and take it back for the next heat. Neither mechanic helps nor refuelling are allowed between the finish of each heat and the starting of the following one (see penalties).
The closed park will be watched over in between each heat.
During this time, the quads which are in the pits for repair or other, will be placed in the closed park and an officer will advise to stop any repair (including bench repair), as soon as the leading team crosses the finish line. A race officer will follow one of the riders and his quad toward the closed park. Repairs will begin again just after the start of the following heat.

If a rider was wounded during the last lap and was unable to bring the quad back in the closed park, the two other riders would be allowed to drive the quad back to the closed park, with a race officer.
If the quad was damaged, it couldn’t leave the closed park before the starting of the following heat and will be stopped by a race officer at the entry of the pits. At the starting of the heat, the team will be allowed to go back to the pits.

Article26. End of the race :
As soon as the last heat is finished, all quads must go to closed park, whereof the five first quads and three randomly selected ones will be examined by Technical Marshalls. After a control and a delay of 30 minutes after the finish, the quads may exit definitely the closed park.

Article 27. Ranking :
The overall ranking will be established at the end of the race. The overall ranking established at the end of the last heat will be based on the total number of laps performed during each heat.
The team completing the most laps will be declared winner of the “QUAD GOLDEN CUP”.
In case of egality the ranking will be based on the total time taken to complete the 3 heats.
In each heat if the rider passes the finish line 10 minutes after the winner of the heat, his last lap won’t be take into account.

Article 28. Complaints :
Complaints will be accepted in conformity with article 11.18 RSM. Complaints concerning the ranking will only be accepted within 30 minutes after the announcement of each heat ranking. The complaint will be given to the race director.
The complaints between riders will accepted within a delay of 30 minutes after the end of the race. If an engine had to be dismantled, it will be performed by the mechanic of the quad, and the claimer will be asked 75 euro for a two stroke engine, and 150 euro for a 4 stroke engine. If the complaint is not justified, the amount will be given to the incriminated team. The claimer, and the claimee must assist to all the verifications.

Article 29. Penalties :
The penalties will be given by the jury according to the “Code Sportif”

Every time penalty will be punished by a “STOP AND GO”

TYPE OF INFRINGEMENT STOP &GO


1 Mechanics or another team member on the start place 1 lap

3 Defective rear or front light 20 seconds
(if the quad doesn’t stop after two flag warnings)

4 Excessive speed in the pits 40 seconds

5 To pass a competitor under the yellow flag 1 minute

6 Circuit-breaker not connected during the race 1 minute

7 Anticiped start 40 seconds

8 Engine working during the refuelling in the pits 40 seconds

9 If the rider doesn’t wear the numbered jacket or if the publicity on the jacket
is hidden 20 seconds

10 No respect of the fire safety rules in the pits/welding place 40 seconds

11 Article 16 not respected (Assistance in the pits) 40 seconds 40 seconds

12 Race quad riding on the public thouroughfare without
any race director (between the track and KROKOWA) Exclusion of the 1st heat

13 Every aggressive behaviour, gesture or insult toward
the organization, a race officer, by rider or a member of his team 2 minutes or exclusion

14 Fraudulent use of the passes and no respect of the allocation conditions 2 minute or exclusion


STOP & GO PROCEDURE

There will be a specific place for the “STOP AND GO”.
A timekeeper race officer will be in charge of the stop, timing and start under the responsability of the race director.

I - Indication of the infringement : Presentation of the black flag with the number of the quad on a stop sign during 3 laps.

II - If the quad doesn’t stop after these 3 laps : Presentation of the black flag with an orange circle and the quad number on a stop sign. IMMEDIATE STOP AND DOUBLE PENALTY.

III - If the quad still doesn’t stop : EXCLUSION OF THE HEAT.

CAUTION : ALL THE ABOVE PENALTIES COULD BE WORSEN BY JURY ORDER IN CASE OF SERIOUS FAULT OR IN THE EVENT OF SECOND OFFENCE.

Article 30. Advertising :
Start will be automatically refused to any rider who doesn’t wear the numbered jacket or if it doesn’t match the original, (article 3), official sponsors are not visible. Furthermore the deposit wont’ be given back if the numbered shirts are cut, dirty or damaged etc...

Article 31. Foreign riders
It is allowed that the riders of foreign nationality can take part in the race provided they have FIM/UEM license or A or B insert with appropriate license, along with start permission from his own federation.

Article 32. Insurance :
The organization will subscribe to an insurance policy “OC” and “NW”
In case of accident, the organizers will take care of the transport in ambulance - from the track of the QUAD GOLDEN CUP (01) to the hospital WEJHEROWO
In
Article 33. :
Any team participating in the race will respect the entire regulations and the decisions taken by the officials.
Furthermore, if for any major reason, the race had to be cancelled, the organizing staff wouldn’t be responsible toward the competitors and application fees wouldn’t be reimbursed.

Article 34

All matters/questions not mentioned in these regulations will be solved by Race Officials according to PZM regulations.

Article 35
Speedway Star Promotion S.C. can supply all teams with the list of accommodation possibilities.




Article 36

Schedule of the event:

Friday 15th july 2005:
1.Technical examination of the quads 12:00-17:00hrs
2. Presentation of Teams 17:00-20:00hrs

SATURDAY July 16 :
Free and timed practices from 10.00am to 12.00am
The start of the first heat will be at 2 PM and the arrival at 5 PM.
The start of the second heat will be at 7 PM and the arrival at 12 PM.

SUNDAY July 17 :
The start of the third and last heat will be at 12 AM and the arrival at 4 PM.
Prize giving ceremony 17:00PM
